Key Takeaways
- Start as Brazil or Sweden, not Germany. Major nations have too many systems to manage simultaneously. Minor nations let you learn one mechanic at a time.
- Infantry + Artillery divisions (7/2 template) are the only division you need for your first 50 hours. Don't touch tank or mechanized templates yet.
- Construction priority: Civilian factories first (until 1938), then military factories. Building military factories before civilian factories is the #1 beginner mistake.
- Air superiority wins wars. A division with green air is 35% stronger than the same division with red air.
Best Starter Nations
| Nation | Difficulty | What You'll Learn |
| -------- | ----------- | ------------------- |
| Brazil | Easy | Industry, division design, basic land combat (South America has few threats) |
| Sweden | Easy | Industry, research, neutrality management |
| Canada | Easy-Medium | Navy, expeditionary forces, supporting Allies |
| Romania | Medium | Balancing Axis/Soviet pressure, land combat |
| Germany | Hard | Everything simultaneously — NOT for beginners |
Start with Brazil. You're isolated, safe, and can learn the game's core systems without existential threats. Your only neighbor (Argentina) is weak. Take your time.
The Production Triangle
HOI4's economy has 3 interconnected resources:
| Factory Type | What It Builds | Priority |
| ------------- | --------------- | ---------- |
| Civilian Factory (CIV) | Buildings, consumer goods, trade | ★★★★★ (build first) |
| Military Factory (MIL) | Guns, tanks, planes, artillery | ★★★★ (build after 1938) |
| Naval Dockyard | Ships | ★ (ignore as Brazil) |
Rule of thumb: Build CIVs until January 1938, then switch to MILs. A strong civilian economy in 1936-38 pays dividends for the entire game.
Division Templates: The 7/2
Division design is the most important mechanic you'll learn. The beginner-standard template:
| ----------- | ------- | --------- |
| Infantry | 7 | HP, organization, defense |
| Artillery | 2 | Soft attack, breakthrough |
| Support Artillery | 1 | Extra soft attack |
| Support Engineers | 1 | Entrenchment, terrain bonuses |
Combat width: 20. This is the standard for your first 50 hours. The math is simple: multiples of 20 fit into the standard 80-width combat.
Do NOT create:
- Pure infantry (no killing power)
- 40+ width divisions (supply nightmares)
- Tank divisions (you don't have the industry for them as a minor nation)
Research Priority
| 1936 | Industrial: Construction I, Production I |
| 1937 | Infantry: Weapons I, Support Weapons I |
| 1937 | Artillery: Artillery I |
| 1938 | Industrial: Construction II, Production II |
| 1938 | Land Doctrine: Grand Battleplan (defensive) or Superior Firepower (offensive) |
| 1939 | Air: Fighter I, Close Air Support I |
As a minor nation, ignore Navy, Strategic Bombers, and Nuclear research entirely. Focus on industry → infantry → artillery → air.
Combat Basics
The 4 Combat Stats That Matter
| Soft Attack | Damage to infantry/artillery (most enemies are soft) |
| Defense | Damage reduction while defending |
| Breakthrough | Damage reduction while attacking |
| Organization | 'HP' of the division — when it hits 0, the division retreats |
Battle Plan System
Draw a front line (right-click border) → Draw an offensive line (right-click into enemy territory) → Click the arrow above your general to execute.
The planning bonus (blue bar) gives up to +50% attack. Always wait for max planning before attacking.
First Game Walkthrough (Brazil)
1. 1936: Queue 10 CIVs. Research Construction I, Radio. Train 10 infantry divisions.
2. 1937: More CIVs. Research Infantry Weapons I, Artillery I. Convert 4 infantry templates to 7/2.
3. 1938: Switch to MIL production. Start producing artillery and infantry equipment.
4. 1939: World War starts in Europe. You're neutral. Keep building.
5. 1940-41: Join Allies or Axis when you have 24 trained 7/2 divisions.
6. Invade Argentina if you want combat practice against a real (weak) nation.
Common Beginner Mistakes
1. Building MILs before CIVs. CIVs build more CIVs. MILs don't. Snowball your economy first.
2. Ignoring supply. Attacking with 10 divisions in a low-supply zone = all 10 divisions have 0 org and can't fight.
3. Battle planning without planning bonus. Attacking without the blue bar full = fighting at -50% effectiveness.
4. No air force. Even 100 basic fighters give you green air. Green air = +35% combat efficiency.
5. Changing division templates mid-war. Divisions lose experience when their template changes. Redesign during peacetime.
